廖勝明,男,漢族,1963年10月生,湖南長沙人,1984年12月加入中國共產黨,1985年7月參加工作。清華大學熱能工程專業工學學士,清華大學工程熱物理專業工學碩士,香港科技大學機械工程系能源工程專業博士,丹麥技術大學能源工程系訪問學者,中南大學二級教授、博士生導師。


曾任中南大學能源科學與工程學院院長、湖南省能源局副局長,現任中南大學能源科學與工程學院黨委書記、中南大學可持續能源研究院院長,智能化綜合能效管理技術國家地方聯合工程中心主任,流程工業節能湖南省重點實驗室主任,湖南省地源熱泵工程技術研究中心主任,全國高校工程熱物理研究會理事、湖南省制冷學會名譽理事長,湖南省節能研究與綜合利用協會副理事長,長沙市政府能源專家委員會專家,《熱科學與技術》及《中南大學學報》編委。

1987.09-1989.12,清華大學熱能工程系工程熱物理專業碩士研究生學習,工學碩士學位;
1989.12-1996.08,長沙鐵道學院機電工程系歷任助教、講師、科研秘書、制冷空調教研室黨支部書記,副主任;
1996.08-1997.08,丹麥技術大學 (Technical University of Denmark) 能源工程系,中國-丹麥政府獎學金資助訪問學者;
1997.08-1998.09,長沙鐵道學院機電工程學院,歷任講師、副教授、制冷空調研究所所長;
1998.09-2002.05,香港科技大學(HKUST)機械工程系能源工程專業博士研究生學習,機械工程博士(PhD)學位;
2002.05-2005.09,中南大學,土木建筑學院建筑環境與設備工程系主任,教授,博士生導師;

科研方向
1、研究領域:

(1)新能源利用及能源系統工程:綜合能源系統、淺層及中深層地熱能利用、太陽能光熱技術、流程工業節能系統分析等。

(2)工程熱物理:跨臨界及超臨界CO2熱泵及動力循環、傳熱傳質等。

學術成果
主持承擔了國家自然科學基金項目、國家863項目、國家工信部項目、國家鐵道部重點項目、湖南省科技計劃重點項目等研究項目,同時完成了一批社會服務項目,在國外內學術雜志上發表論文150余篇,獲得湖南省自然科學優秀學術論文一等獎一篇、二等獎兩篇,指導兩名博士生獲得湖南省優秀博士論文獎,獲得國家教育部科技進步獎二等獎、湖南省科技進步獎二等獎、三等獎、國家能源科技進步三等獎各一項。代表性研究成果:(1)是國內最早研究跨臨界二氧化碳制冷及熱泵循環的學者之一,發表在Applied Thermal Engineering ,International Journal of Heat and Mass Transfer, ASME Journal of Heat Transfer,Progress in Computational Fluid Dynamics等國際學術雜志上的相關研究論文得到了國際同行的大量引用和評介。(2)作為青藏鐵路多年凍土熱棒路基專家組成員、青藏鐵路制氧空調客車專家組成員及技術條件審查組副組長,參加了國家重點工程青藏鐵路的建設工作,并主持完成了 “青藏鐵路多年凍土路基熱棒技術試驗研究”項目。(3)主持承擔了湖南省“十三五”規劃前期研究重大課題“湖南節能降耗市場化機制研究”,長沙市“十三五”及中長期能源發展戰略、政策與行動計劃研究,長沙市新能源、可再生能源與節能產業發展及重大項目研究,長沙市“十三五”能源發展與節能規劃編制等決策咨詢課題,為地方政府能源及節能領域的決策提供了重要依據。
